This fly known in Eastern Europe called Glajcha or Vladi Worm is an imitation of red worm and fishes incredibly well in stired and higher water.
Very often used on competition whenever the conditions are not great is often a blank saving fly.
It is quite weighted with lead on all its length, ideally fished on a dropper behind a heavy nymph.
